r many Americans, it is understandably difficult to grasp how any group or individual could be capable of such cruelty as to behead an innocent journalist—who was trying to draw attention to the plight of refugees and war victims—with a pocketknife on camera. Casual observers might even be forgiven for thinking that the brutal execution of James Foley was some sort of emotional, spur-of-the-moment reaction by Islamic State militants infuriated by recent U.S. airstrikes on targets in Iraq. Yet the reality is that the Islamic State has held these hostages incommunicado for months, never openly acknowledging their status or broadcasting a public list of demands for their release. Whatever their initial intent was, the group now appears committed to using them as human leverage in an orchestrated and macabre form of global stagecraft intended to intimidate the American public.
