On January 30, 2012, Shabaab al-Mujahideen released a statement announcing its decision to “terminate the contract of The International Committee of the Red Cross (ICRC)” in order to “protect the welfare of the entire Muslim population in Somalia.” The statement alleged that the ICRC regularly distributed large quantities of “expired food” that posed “a considerable health hazard” to the “vulnerable” Somali aid recipients. The statement claimed that “despite being offered unrivaled access to [Shabaab-controlled territories],” the ICRC “repeatedly betrayed the trusted” of the local populace and “falsely accused the Mujahideen of hindering food distribution.” The statement closed with a pledge to shut down any other relief operation that it considers “detrimental to the health of the local population.”
